This proposed Ordinance authorizes a consulting services agreement with Carollo Engineers Inc., for the Lannie Lift Station Improvements, Wastewater Model and Targeted Strategic Plan Project (the “Project”), in an amount not to exceed $1,146,667.40.
This project will consist of three parts: the Lannie Lift Station Improvements, a city-wide Wastewater Model and a Targeted Strategic Plan for the Northeast and East Wastewater Treatment Plant (WWTP) service areas.
The Lannie Lift Station is located at 5205 ½ HWY 146. This project will evaluate the existing lift station, the lift station service area and additional capacity that will be required to handle from growth related flows from the FM 565 and Old Needlepoint lift stations, and required increased capacity to provide service to the east Chambers County service area. The scope of work includes a lift station service area evaluation, design engineering of the lift station, an environmental review, survey, SCADA communications, geotechnical services, backup power and resiliency measures to protect from flooding from adjacent Cedar Bayou waterway.
This project will also include a city-wide hydraulic wastewater model, which cover all four WWTP services areas, to identify any capacity and conveyance needs, and sources of Inflow and Infiltration (I&I) that may contribute to sanitary sewer overflows (SSOs). This model will help identify capacity issues and deficiencies in the system that make the system more vulnerable to overflows, and constraints and will be a tool for the City’s focus on meeting the needs of population and commercial growth, as well as the reduction of SSOs. The data collection will provide key data on system flows during wet weather and dry weather, the digital model and software will be a tool for city staff, and the model will include a list of capital improvements to address condition and capacity related needs to improve the wastewater system performance.
Lastly, the project will include the creation of a Targeted Strategic Plan for the Northeast and East WWTP service areas to study and plan for growth and future demands on the wastewater system, for the ultimate development of the wastewater services area and the most economical and efficient means of serving the wastewater needs. These WWTP services areas have the potential for rapid growth and the model will be used to evaluate the service areas and create a plan to serve these areas of the City.
The major tasks included in this contract and associated costs are outlined below:
• Project administration services in the amount of $71,303.20
• Lannie LS Improvement design engineering services in the amount of $302,782.10
• Wastewater Hydraulic Model development services in the amount of $451,006.10
• Optional Tasks, requiring authorization: Standby flow monitoring and Force main survey services in the amount of $51,580.80
• Targeted Strategic Plan report in the amount of $191,950.40
• Bid phase services in the amount of $20,294.40
• Construction administration services in the amount of $57,750.40
The proposed ordinance authorizes an agreement for professional engineering services with Carollo Engineers Inc., in a total contract amount not to exceed $1,146,667.40 and the total design effort duration of eighteen (18) months, followed by an estimated thirteen (13) months of construction.
