Due to the COVID 19 Disaster and the CDC's recommendation regarding social distancing measures, the public may not be allowed to be physically present at this meeting, as there is a limited amount of space when maintaining the required 6-feet separation from others.

For those members of the public that cannot or do not wish to be physically present at the meeting, they will be able to participate through two-way communications, unless the Open Meetings Act suspensions no longer apply.  For video conferencing, use the following website www.zoom.com, click on "join a meeting" on the top right-hand corner, and input the following Meeting ID: 858 3402 5515.  For telephone conferencing please use the following toll-free number: 1-888-788-0099, Meeting ID: 858 3402 5515.

1. MINUTES
 
a.   Consider approving the minutes of the City Council Work Session and Regular Meeting held on July 22, 2021.
 
b.   Consider approving the minutes of the City Council Special Meeting held on August 5, 2021.
 
2. RECOGNITIONS AND CITIZEN COMMUNICATIONS
 
a.   Recognize the Baytown Engage Civic Academy participants.
 
b.   Recognize the City of Baytown Employees for their Years of Service.
 
c.   Receive and Discuss the 2020 - 2021 Baytown Parks and Recreation Annual Report.
 
3. AMENDMENTS TO THE LAND USE ASSUMPTIONS, CAPITAL IMPROVEMENTS PLAN AND IMPACT FEES
 
a.   Conduct a public hearing at 6:45 p.m. regarding amendments to the land use assumptions, the capital improvements plan, and the maximum allowable water and wastewater impact fees.
 
b.   Consider an ordinance approving amendments to the land use assumptions, the Capital Improvements Plan (CIP), and the maximum allowable water and wastewater impact fees.
 
4. SPECIAL DISTRICT BUDGETS FISCAL YEAR 2021-22
 
a.   Consider an ordinance approving the Baytown Crime Control and Prevention District Fiscal Year 2021-22 Proposed Budget.
 
b.   Consider an ordinance approving the Baytown Fire Control, Prevention, and Emergency Medical Services District Fiscal Year 2021-22 Proposed Budget.
 
c.   Consider an ordinance approving the Baytown Area Water Authority Fiscal Year 2021-22 Proposed Budget.
 
5.    MUNICIPAL BUDGET FISCAL YEAR 2021-22
 
a.   Consider an ordinance adopting the City of Baytown Fiscal Year 2021-22 Municipal Budget.
 
6.    PROPOSED ORDINANCES
 
a.   Consider an ordinance awarding a construction contract to SER Construction Partners, LLC, for the Neighborhood Street Reconstruction of Allenbrook Drive (W. Baker Road to Dead End) and Edgebrook Drive (Birdsong Drive to Allenbrook Drive).
 
b.   Consider an ordinance awarding a construction contract to CMC Development & Construction Corporation, LLC, for Neighborhood Street Reconstruction of Narcille Street (Ward Road to Sheridan Drive) and Colby Drive (Dale Street to Narcille Street).
 
c.   Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District for funding of the Evergreen Strategic Plan, Lee Drive Preliminary Engineering Report and the West Main Street Preliminary Engineering Report.
 
d.   Consider an ordinance authorizing a Consulting Services Agreement with Kimley-Horn and Associates, Inc., for the Evergreen Strategic Plan, Lee Drive Preliminary Engineering Report and the West Main Street Preliminary Engineering Report.
 
e.   Consider an ordinance granting Breckenridge Geophysical, LLC, a variance to Sections 62-5(l)(3) and 62-6 of the Code of Ordinances, Baytown, Texas, for dynoseis operations in Scott Bay.
 
7.    REPORTS
 
a.   Receive the 2021 Appraisal Rolls certified by the Harris County Appraisal District and the Chambers County Appraisal District.
 
b.   Receive the no-new revenue tax rate and voter-approval tax rate.
 
c.   Receive the Baytown Police Advisory Committee's Quarterly Report to the City Council on its work and progress.
 
8.    CONSENT
All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.
 
a.   Consider an ordinance approving a modified deed for Bayland Island to place restrictions on the property.
 
b.   Consider an ordinance amending Chapter 18 "Buildings and Building Regulations," Article I "In General," Section 18-1 "Registration" of the Code of Ordinances to remove registration fee for mechanical contractors.
 
c.   Consider an ordinance authorizing a Consulting Services Agreement with Terracon Consultants, Inc., for construction materials testing services for the Neighborhood Street Reconstruction Project for Allenbrook Drive (W. Baker Road to Dead End), Edgebrook Drive (Birdsong Drive to Allenbrook Drive), Narcille Street (Ward Road to Sheridan Drive) and Colby Drive (Dale Street to Narcille Street).
 
d.   Consider an ordinance awarding the Annual Hot-Mix Asphalt Contract to Texas Materials Group, Inc., d/b/a Gulf Coast.
 
e.   Consider an ordinance amending Chapter 94 "Traffic and Vehicles," Article IV "Specific Street Regulations," Section 94-121 "Schedules enumerated" of the Code of Ordinances, Baytown, Texas, to authorize the installation of stop signs on the eastbound and westbound approaches of East James Avenue to North 7th Street.
 
f.   Consider an ordinance rejecting all bids received for the Annual Install and Repair of Traffic Signals Contract.
 
g.   Consider an ordinance authorizing a payment to LED OEM Partners, for the purchase, installation, and maintenance of new digital signage at Wayne Gray and Bicentennial Park.
 
h.   Consider an ordinance authorizing a payment to Versaterm, Inc., for the annual support and software maintenance.
 
i.   Consider an ordinance approving an amendment of the Baytown Crime Control and Prevention District's Fiscal Year 2020-21 Budget in order to transfer monies from the fund balance to machinery and equipment both for the purchase of fifty-five (55) Motorola APX6000 portable radios and related equipment for the Police Department.
 
j.   Consider an ordinance authorizing the purchase of fifty-five (55) Motorola APX6000 portable radios and related equipment from Motorola Solutions Inc., through the Harris-Galveston Area Council for the Police Department.
 
k.   Consider an ordinance for professional services from TIBCO Software, Inc., for the Phase II License Plate Reader (LPR) Integration for Houston HIDTA.
 
l.   Consider an ordinance authorizing the purchase of License Plate Reader (LPR) software and cameras for the Houston HIDTA location utilizing the Omnia Partners Co-op Purchasing Program.
 
m.   Consider an ordinance authorizing the award of the Annual Parks Mowing Contract to Grant Smith Mowing.
 
9.    APPOINTMENTS
 
a.   Consider three (3) appointments to the Parks and Recreation Board.
 
b.   Consider three (3) appointments to the Baytown Area Water Authority Board.
 
c.   Consider three (3) appointments to the Baytown Crime Control and Prevention District (CCPD) board.
 
d.   Consider three (3) appointments to the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) board.

MANAGER'S REPORT 
Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the City Council of the City of Baytown may receive a report about items of community interest from City staff and/or a member of the City Council, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code.
 
a.   Consider the confirmation of the City Manager's appointment of the Chief of Police.
