Due to the COVID 19 Disaster and the CDC's recommendation regarding social distancing measures, the public may not be allowed to be physically present at this meeting, as there is a limited amount of space when maintaining the required 6-feet separation from others.

For those members of the public that cannot or do not wish to be physically present at the meeting, they will be able to participate through two-way communications, unless the Open Meetings Act suspensions no longer apply.  For video conferencing, use the following website www.zoom.com, click on "join a meeting" on the top right-hand corner, and input the following Meeting ID: 828 3311 3244.  For telephone conferencing please use the following toll-free number: 1-888-788-0099, Meeting ID: 828 3311 3244.

1. MINUTES
 
a.   Consider approving the minutes of the City Council Work Session and Regular Meeting held on June 24, 2021.
 
2. RECOGNITIONS AND CITIZEN COMMUNICATIONS
 
a.   Recognize City of Baytown Employees for their Years of Service.
 
3. SPECIAL DISTRICTS BUDGETS FOR FISCAL YEAR 2021-22
 
a.   Receive the Fiscal Year 2021-22 Budget of the Baytown Crime Control and Prevention District.
 
b.   Receive the Fiscal Year 2021-22 Budget for the Baytown Fire Control, Prevention, and Emergency Medical Services District.
 
4. MUNICIPAL BUDGET FOR FISCAL YEAR 2021-22
 
a.   Receive the City Manager's proposed municipal budget and budget message for Fiscal Year 2021-22.
 
b.   Consider an ordinance setting the date, time and place for a public hearing regarding the City of Baytown Fiscal Year 2021-22 Proposed Budget.
 
c.   Consider a resolution setting two budget work sessions to discuss the Fiscal Year 2021-22 Municipal Budget.
 
5. BAY CREEK PUBLIC IMPROVEMENT DISTRICT
 
a.   Conduct a public hearing regarding the advisability of the proposed improvements associated with the Bay Creek Public Improvement District.
 
b.   Consider an ordinance authorizing a Professional Services Payment Agreement with Castlerock Communities, L.P., regarding the expenses associated with the Bay Creek Public Improvement District.
 
c.   Consider an ordinance authorizing a development agreement with Castlerock Communities, L.P., for the Bay Creek Development.
 
d.   Consider a resolution authorizing the creation of the Bay Creek Public Improvement District.
 
6. REPORTS
 
a.   Receive the 2021 Certified Ad Valorem Anticipated Collection Rate and the Certified Excess Debt Collections from the City of Baytown Tax Assessor/Collector.
 
7. CONSENT
All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.
 
a.   Consider an ordinance authorizing Change Order No.1 to the Annual Mill & Overlay contract with Angel Brothers Enterprises, LTD.
 
b.   Consider an ordinance authorizing the purchase of commercial office furniture for the Municipal Service Center Renovation Project.
 
c.   Consider an ordinance rejecting all bids for the Reconstruction of Allenbrook Drive from W. Baker Road to Dead End, and Edgebrook Drive from Birdsong Drive to Allenbrook Drive.
 
d.   Consider an ordinance rejecting all bids for the Reconstruction of Colby Drive from Dale street to Narcille Street and Narcille street from Ward Road to Sheridan Drive Project.
 
e.   Consider an ordinance authorizing the award of the Annual City Facility Mowing Contract to NeoGlobal Enterprises, LLC, d/b/a Horticare Landscape Management.
 
f.   Consider an ordinance authorizing an Industrial District Agreement with Fromus LLC.
 
g.   Consider an ordinance authorizing the purchase of technical rescue equipment from Dooley Tackaberry.
 
h.   Consider a resolution establishing the term and tenure of the members of the Baytown Animal Control Advisory Committee.
 
i.   Consider a resolution authorizing the City Manager to make application to the United States Department of Housing and Urban Development (HUD) for the 2021-2022 Community Development Block Grant (CDBG) funds and designating an authorized representative to accept and affirm any grant awarded as a result of the application.
 
8. APPOINTMENTS
 
a.   Consider the appointment of two (2) staff members to the Youth Advisory Commission.
 
b.   Consider six (6) appointments to the Baytown Board of Adjustment.
 
c.   Receive the announcement of the Council's appointment to the Cedar Bayou Navigation District.
 
9.
MANAGER'S REPORT 
Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the City Council of the City of Baytown may receive a report about items of community interest from City staff and/or a member of the City Council, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code.
 
10. EXECUTIVE SESSION
 
a.   Recess into and conduct an executive session pursuant to Texas Government Code, Section 551.074 to deliberate the annual performance evaluation and duties of the City Manager.
 
11. PROPOSED ORDINANCE
 
a.   Consider an ordinance authorizing the Fifth Amendment to the Agreement for Professional Services and Employment as City Manager with Richard L. Davis.
 
12. ADJOURN
