Due to the COVID 19 Disaster and the CDC's recommendation regarding social distancing measures, the public may not be allowed to be physically present at this meeting, as there is a limited amount of space when maintaining the required 6-feet separation from others.

For those members of the public that cannot or do not wish to be physically present at the meeting, they will be able to participate through two-way communications, unless the Open Meetings Act suspensions no longer apply.  For video conferencing, use the following website www.zoom.com, click on "join a meeting" on the top right-hand corner, and input the following Meeting ID: 829 6957 2040.  For telephone conferencing please use the following toll-free number: 1-888-788-0099, Meeting ID: 829 6957 2040.

CALL TO ORDER AND ANNOUNCEMENT OF QUORUM

PLEDGE AND INVOCATION

1. MINUTES
 
a.   Consider approving the minutes of the City Council Work Session and Regular Meeting held on June 10, 2021.
 
2. REZONING OF APPROXIMATELY 13.32 ACRES NORTH OF BLUE HERON AND EAST OF BARKULOO
 
a.   Conduct a public hearing concerning a request to amend the official zoning map to rezone approximately 13.32 acres generally located north of Blue Heron Pkwy and approximately 1200 feet east of Barkuloo Road from an Open Space/Recreation (OR) Zoning District to a Medium Density Mixed Residential (MF1) Zoning District.
 
b.   Consider an ordinance to amend the official zoning map to rezone approximately 13.32 acres generally located north of Blue Heron Pkwy and approximately 1200 feet east of Barkuloo Road from an Open Space/Recreation (OR) District to a Medium Density Mixed Residential (MF1) Zoning District.
 
3. SPECIAL USE PERMIT - TELECOMMUNICATIONS TOWER
 
a.   Conduct a public hearing concerning a request for a Special Use Permit (SUP) to allow for a 130-foot tall monopole within 497.7 feet from property located within a Mid-rise Density Mixed Residential Dwellings (SF2) Zoning District and an adjustment from the fall zone regulation(s) for a 60' x 60' leased area out of approximately 10 acres generally located south of Decker Drive and east of Avenue J.

4. CITY OF BAYTOWN GENERAL AND SPECIAL ELECTIONS
 
a.   Consider an ordinance ordering the City of Baytown General Election to be held on November 2, 2021, for the purpose of electing a Mayor.
 
b.   Consider an ordinance ordering a City of Baytown Special Election to be held on November 2, 2021, for the purpose of voting for or against a proposition calling for the continuation of the street maintenance sales tax for another four (4) years.
 
c.   Consider an ordinance ordering a City of Baytown Special Election to be held on November 2, 2021, for the purpose of voting for or against amendments to the Charter of the City of Baytown.
 
d.   Consider an ordinance authorizing the City Manager to negotiate and execute a Joint Election Agreement with Harris County, Texas, for the Municipal and Special Elections to be held on November 2, 2021.
 
e.   Consider an ordinance authorizing the City Manager to negotiate and execute a Joint Election Agreement with Chambers County, Texas, for the Municipal and Special Elections to be held on November 2, 2021.
 
5.    IMPACT FEES
 
a.   Review and evaluate the current land use assumptions and receive update of the land use assumptions, capital improvements plan and impact fees.
 
b.   Consider an ordinance setting a public hearing to discuss and review the update of the land use assumptions, capital improvements plan and impact fees.
 
6.    PROPOSED ORDINANCES
 
a.   Consider an ordinance authorizing the First Amendment to the Development Agreement with Chambers County Municipal Utility District No. 3
 
7.    CONSENT
All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.
 
a.   Consider an ordinance awarding the Leak Repairs and Preventative Maintenance Project for repairs and maintenance to the Municipal Service Center's roof and gutters to Tecta America Corp., through the National Cooperative Purchasing Alliance.
 
b.   Consider an ordinance awarding the Annual No-Lead Brass Fittings Contract to Ferguson Enterprises, LLC.
 
c.   Consider an ordinance authorizing the purchase of ten (10) Motorola APX 6000 XE portable radios and related equipment from Motorola Solutions Inc. through Houston-Galveston Area Council (H-GAC) for the Fire Department.
 
d.   Consider an ordinance authorizing the award of the HIDTA (High Intensity Drug Trafficking Area) Executive Boardroom Remote Meeting Project to Ford Audio and Visual using the DIR contract DIR-TSO-3957.
 
e.   Consider an ordinance authorizing payment to Axon Enterprise Inc., f/k/a Taser International, Inc., for the Police Department's Body-Worn Camera Replacement Program.
 
f.   Consider an ordinance authorizing payment to Axon Enterprise Inc., f/k/a Taser International, Inc., for the recurring cost of the Axon Fleet In-Car Camera System for the Police Department.
 
g.   Consider a resolution authorizing the City of Baytown to submit a grant application to the U.S. Department of Justice, Bureau of Justice Assistance, for the FY21 Edward Byrne Memorial Justice Assistance Grant (JAG) Program on behalf of the Police Department.
 
8.    APPOINTMENTS
 
a.   Consider the appointment of two (2) members to the Baytown Animal Control Advisory Committee.
 
9.   
MANAGER'S REPORT 
Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the City Council of the City of Baytown may receive a report about items of community interest from City staff and/or a member of the City Council, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code.
 
a.   The July Sunday Funday Pop Up Park will be held at Pelly Park.
 
10.    CITY MANAGER'S PERFORMANCE EVALUATION
 
a.   Recess into and conduct an executive session pursuant to Texas Government Code, Section 551.074 to deliberate the annual performance evaluation of the City Manager.
 
b.   Discuss and take appropriate action regarding the City Manager's annual performance evaluation.
 
11.    ADJOURN
