Due to the COVID 19 Disaster and the CDC's recommendation regarding social distancing measures, the public may not be allowed to be physically present at this meeting, as there is a limited amount of space when maintaining the required 6-feet separation from others.

CALL TO ORDER AND ANNOUNCEMENT OF QUORUM

1. MINUTES
 
a.   Consider approving the minutes of the City Council Work Session and Regular Meeting held on May 27, 2021.
 
2. RECOGNITIONS AND CITIZEN COMMUNICATIONS
 
a.   Recognize City of Baytown Employees for their Years of Service.
 
3. REPORTS
 
a.   Receive a presentation concerning the Strategic Planning Advisory Committee.
 
b.   Receive and discuss an update of the Comprehensive Plan 2040.
 
4. VOLUNTARY ANNEXATION AND REZONING OF BAY CREEK DEVELOPMENT
 
a.  
Consider an ordinance for the second and final reading of the proposed annexation of approximately 71.66 acres consisting of approximately 69.50 acres of land, legally described as Tract 37A-5, Abstract 21, G. Ellis Survey, Baytown, Harris County, Texas, along with approximately 2.16 acres being the entire width of N. Main Street right-of-way extending northwards approximately 1335.01 feet from the current city limits.
 
b.  
Consider an ordinance adding the newly annexed properties generally described as approximately 71.66 acres consisting of approximately 69.50 acres of land, legally described as Tract 37A-5, Abstract 21, G. Ellis Survey, Baytown, Harris County, Texas, along with approximately 2.16 acres being the entire width of N. Main Street right-of-way extending northwards approximately 1335.01 feet from the current city limits into Council District No. 4.
 
c.   Consider an ordinance to amend the City of Baytown's official zoning map to rezone approximately 69.50 acres, located approximately 2,000 feet north of Wallisville Road and east of North Main Street, from an Open Space/Recreation (OR) Zoning District to a Mixed Residential at Low to Medium Densities (SF2) Zoning District.
 
5. CONSENT
All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.
 
a.   Consider an ordinance authorizing an extension to the Agreement for Emergency Protection Services with Chambers County Improvement District No. 1.
 
b.   Consider an ordinance authorizing the extension of the Agreement for Emergency Protection Services with Chambers County Improvement District No. 3.
 
c.   Consider an ordinance authorizing the purchase of rescue equipment from Municipal Emergency Services, Inc.
 
d.   Consider an ordinance authorizing the City Manager to negotiate and execute contracts for debris monitoring services and debris removal services.
 
e.   Consider an ordinance authorizing the renewal of the Cityworks Asset Management Software from Azteca Systems, LLC.
 
f.   Consider an ordinance awarding the Annual Cement Stabilized Sand Contract to Megasand Enterprises, Inc
 
g.   Consider an ordinance to approve the First Amendment to the Consulting Agreement between the Baytown Area Water Authority and Carollo Engineers, Inc., for the Baytown Area Water Authority East Surface Water Treatment Plant Negotiation Support Project.
 
h.   Consider an ordinance to approve the Third Amendment to the Consulting Services between the Baytown Area Water Authority and Carollo Engineers, Inc., for the Baytown Area Water Authority East Surface Water Treatment Plant Project.
 
i.   Consider an ordinance approving the Second Amendment to the Water Supply Contract -- Treated Water between the Baytown Area Water Authority and Harris County Fresh Water Supply District No. 27.
 
j.   Consider an ordinance authorizing the closure of N. Ashbel Street between W. Texas Avenue and W. Pearce Avenue to vehicular traffic and the installation of bollards.
 
k.   Consider an ordinance awarding a job order construction contract through Choice Partners, a cooperative purchasing contract to Construction Masters of Houston, Inc., for the addition of women’s facilities to Fire Station No. 4.
 
l.   Consider an ordinance authorizing an Industrial District Agreement with Floor and Decor Outlets of America, Inc.
 
m.   Consider an amended and restated resolution accepting a petition for the establishment of the Bay Creek Public Improvement District and setting a public hearing regarding the advisability of the proposed improvements.
 
6. APPOINTMENTS
 
a.   Consider one (1) City Manager's appointment to the Civil Service Commission.
 
b.   Conduct the election of the Baytown City Council Mayor Pro Tem.
 
7.
MANAGER'S REPORT 
Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the City Council of the City of Baytown may receive a report about items of community interest from City staff and/or a member of the City Council, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code.
 
a.   Present the 3rd and 4th of July Celebration schedule and entertainment lineup for 2021.
 
8. ADJOURN
