1. MINUTES
 
a.   Consider approving the minutes of the City Council Work Session and Regular Meeting held on August 12, 2021.
 
2. RECOGNITIONS AND CITIZEN COMMUNICATIONS
 
a.   Consider a resolution accepting a grant from the Port of Houston 2021 Community Grant Program for the construction of the Chandler Arboretum Greenhouse.
 
3. PROPOSED LIMITED PURPOSE ANNEXATION OF APPROXIMATELY 514.39 ACRES NORTH OF E. WALLISVILLE AND WEST OF GARTH RD.
 
a.   Conduct the first public hearing regarding the proposed limited purpose annexation of approximately 514.39 acres, located generally North of East Wallisville Road and West of Garth Road.
 
4. PROPOSED ANNEXATION OF APPROXIMATELY 23.39 ACRES ALONG THOMPSON RD, NORTH OF ELLIS SCHOOL RD.
 
a.   Conduct a first public hearing regarding the proposed annexation of approximately 23.39 acres of land in Harris County, Texas, including 20.82 acres of privately-owned land along Thompson Road North of Ellis School Road, along with approximately 2.57 acres being the entire width of Thompson Road right-of-way extending North approximately 1,879 feet from the current city limits to the northern end of the subject property.
 
b.   Consider an ordinance authorizing a Service Agreement with Pete Franks, concerning approximately 20.82 acres, legally described as Tracts 1 & 2, Abstract 336, William Hilbus Survey, Baytown, Harris County, Texas.
 
5. PROPOSED ANNEXATION OF APPROXIMATELY 59.25 ACRES AT SOUTHEAST SJOLANDER AND IH-10
 
a.   Conduct a first public hearing regarding the proposed annexation of approximately 59.25 acres of land, located generally at the southeast intersection of Sjolander Road and Interstate 10.
 
b.   Consider an ordinance authorizing a Service Agreement with CCFHPP Interest, LLC, concerning approximately 59.25 acres, legally described as Tracts 9C & 31, Abstract 4, William Bloodgood Survey, Baytown, Harris County, Texas.
 
6. STORMWATER PROJECTS - PARTNERSHIP WITH HARRIS COUNTY
 
a.   Consider an ordinance authorizing an Interlocal Agreement with Harris County Flood Control District for the West Texas Avenue Drainage Project.
 
b.   Consider an ordinance authorizing an Interlocal Agreement with Harris County Flood Control District for the West Baytown Drainage Project.
 
7. PROPOSED ORDINANCES
 
a.   Consider an ordinance amending Chapter 98 "Utilities," Article III "Water Service," Section 98-59 "Rates," Subsection (a) and Article IV "Sewer Service," Section 98-91, Sewer Service Charge" of the Code of Ordinances, Baytown, Texas, to update rates for users outside the city limits.
 
b.  
Consider an ordinance adopting the tax rate for General Fund Maintenance and Operations at $0.48931 per $100 valuation for the fiscal year ending September 30, 2021, and adopting the tax rate for Debt Service at $0.29569 per $100 for the fiscal year ending September 30, 2022.
 
8.    PROPOSED RESOLUTION
 
a.   Consider a resolution granting consent to the inclusion of 0.9414 acres out of the George Ellis League, A-21, in Harris County, Texas, being located
South of Wallisville Road, East of Garth Road, North of I-10 and West of N. Main Street, into Spring Meadows Municipal Utility District.
 
9.    CONSENT
All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.
 
a.   Consider an ordinance authorizing project acceptance and release of retainage to Comex Corporation for the Fire Training Facility Phase 3.
 
b.   Consider an ordinance authorizing payment to Goose Creek Consolidated Independent School District for ad valorem tax assessment and collection services.
 
c.   Consider an ordinance renewing the Annual Tire Contract with Goodyear Tire and Rubber Company through the Texas Local Government Purchasing Cooperative (BuyBoard).
 
d.   Consider an ordinance renewing the Annual Janitorial Supplies contract with Great Southwest Paper.
 
e.   Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District for the operation of the Ice Rink at Town Square.
 
f.   Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District for improvements to the Baytown Sports League Facilities.
 
g.   Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District for the Baytown Nature Center Kayak Launch Replacement/Restoration Project.
 
h.   Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District for the Baytown Nature Center Wetlands Overlook Walkway Repair/Replacement Project.
 
i.   Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District for the Goose Creek Trail 7b Expansion Project.
 
j.   Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District for Art in the Park.
 
k.   Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District for the Ginger Creek Estates Park, Phase II Project.
 
l.   Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District for the Evergreen Park Waterfall Repair, Replacement and Decking Project.
 
m.   Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District for the Newcastle Park, Phase II Project.
 
n.   Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District for the Duke Hill Park Soccer Pitch Paint and Disc Golf Course.
 
o.   Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District for Town Square Green Space improvements.
 
p.   Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District for park security.
 
q.   Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District for supplemental funding for the Gateway III Project.
 
r.   Consider an ordinance authorizing the sole source purchase and trade-in allowance of police body worn cameras and tasers with Axon Enterprises, Inc., for the Police Department's Body-Worn Camera and Taser Replacement Program.
 
s.   Consider an ordinance awarding the Annual Fire Apparatus Preventative Maintenance Agreement to Siddons Martin Emergency Group, through the Texas Local Government Purchasing Cooperative (BuyBoard).
 
10.    APPOINTMENTS
 
a.   Consider confirmation of the City Manager's appointment of the City Clerk.

MANAGER'S REPORT 
Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the City Council of the City of Baytown may receive a report about items of community interest from City staff and/or a member of the City Council, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code.
 
12.    EXECUTIVE SESSION
 
a.   Recess into and conduct an executive session pursuant to Sections 551.071 and 551.087 of the Texas Government Code to deliberate the offer of a financial or other incentive to a business prospect and to seek the advice of the City's attorneys on legal matters related thereto.
 
13.    PROPOSED RESOLUTION
 
a.   Consider a resolution calling a special meeting of the City Council to be held on September 29, 2021, at 5:00 p.m.
 
14.    ADJOURN
