Consider approving Wooster Crossing Lift Station Final Plat, being approximately 0.73 acres located on the north side of Wallisville Road, situated within the Wooster Crossing subdivision, and legally described as being 0.73 acres in the Talcott Patching Survey, Abstract 620, Harris County, Texas.
PREFACE
This plat is proposing to create one (1) reserve. The reserve is set aside for a lift station for the  Wooster Crossing subdivisions and additional land within the service area.  The lift station's location does not currently have frontage on an improved right-of-way (ROW); access is provided from an easement.  The Planning and Zoning Commission's approval is required due to the deviation from standards requiring road frontage.  A  ROW is planned for construction as part of Section Four of this phased project; the easement will be utilized for access until that time.  
    
The subdivision ordinance does have a provision in "Sec. 126-251 - Requirements for developments falling outside existing categories” that provides the Commission with opportunities to adjust requirements, such as street construction, in developments that are proposed which do not fit existing categories. The Commission could approve the final platting of the proposed Wooster Crossing Lift Station Final Plat with the current easement in place until street construction is completed at a later date if it determines: 
(1) the proposed use is appropriate and reasonable for the area;
(2) approval will not be detrimental to the public health, safety, and welfare;
(3) the effect of the development will not prevent orderly subdivision of other land in the vicinity; and
(4) the development will not cause the city to be required to provide city services at a level above that required in other subdivisions.


The application has been reviewed by the Development Review Committee, which found that the application meets the minimum requirements of the Code of Ordinances.
