Discuss the Consolidated Plan, Citizen Participation Plan and Priority Needs.

PREFACE

Every fifth year, the City of Baytown is required by the Department of Housing and Urban Development (HUD) to create a Consolidated Plan. MKP Consulting is the lead agency to consult with interested parties including agencies, groups, organizations and residents to find out their perceptions of the City's needs, goals, strategies and resources for the use of CDBG funds. This year the City of Baytown and MKP Consulting conducted a large citizen participation endeavor that included an online survey about priorities for the HUD funding. The survey was sent to community partners, including local nonprofits, neighborhood groups, among others, for distribution to their networks. Through this outreach, the City staff received 172 surveys. City staff will utilize these results and other stakeholder input to design projects that will be included in the 2020 Consolidated Plan.

A list of the Community Development Needs and Priorities are attached.

RECOMMENDATION
Staff recommends discussing and finalizing the list of needs and priorities.
