Consider awarding a construction contract to Angel Brothers Ltd, for the Community Development Block Grant Disaster Recovery-funded South Main St Drainage Improvements Project.
PREFACE
This proposed ordinance awards a construction contract to Angel Brothers Enterprises, LTD, in the amount of $1,237,528.65, associated with Community Development Block Grant-Disaster Recovery (CDBG-DR) Contract No. 19-076-002-B351- South Main and Republic Storm Sewer Project; as funded by the Texas General Land Office (GLO) for the CDBG-DR.

During heavy storm events, the area experiences localized street flooding.  The flooding causes damage to properties near the South Main and Texas Avenue intersection; and the area around the City’s Emergency Services building at Gulf Avenue is impassable to vehicles, causing delay and increased response times for fire and emergency services.  This project seeks to reduce and ultimately mitigate flooding by constructing drainage improvements.   Phase 1 of the improvements is in the area of S. Main Street from Texas to Gulf Avenue.  The scope of work includes the construction of drainage improvements on S. Main Street from Texas Avenue to 277 ft. south of Gulf Avenue, including up-sizing of the underground drainage system with a larger system, new concrete pavement, curb, sidewalk, and barrier free wheel chair ramps.

The Texas General Land Office Community Development Block Grant Disaster Recovery (CDBG-DR) funding provided $1,802,857, and the City of Baytown will be responsible to fund anything over and above this amount for the duration of the project.

Advertising for the project commenced on May 28, 2020. Eight (8) contractors were contacted regarding this project.  A non-mandatory pre-bid meeting was held on June 11,2020.  Five bids were received and publicly opened on June 18, 2020, at 2:00 p.m.  Bids received ranged from $1,137,573.66 to $1,484,515.00. The lowest bidder withdrew its bid, due to an error.  The apparent low bidder submitted the bid of $1,237,528.65.  Staff concurs with the Engineer’s Recommendation to Award the contract for construction to Angel Brothers Enterprises, Ltd.  Angel Brothers has performed numerous projects for the City with good results.

The contract construction duration is 180 calendar days from Notice to Proceed to Substantial Completion with an additional 30 days to achieve Final Completion. Pending Council’s approval of the contract, staff plans to hold the pre-construction conference in early July and issue the Notice to Proceed (NTP) at that time.
RECOMMENDATION
Staff recommends approval.
