Conduct a public hearing concerning proposed amendments to the 2015-2019 Citizen Participation Plan, 2015-2019 Consolidated Plan, and the 2019 Annual Action Plan. 
PREFACE
This public hearing allows the public to attend and be heard regarding proposed amendments to the 2015-2019 Citizen Participation Plan, 2015-2019 Consolidated Plan, and the 2019 Annual Action Plan. 

The Coronavirus Aid, Relief and Economic Security Act (CARES Act) makes available $5 billion in supplemental Community Development Block Grant (CDBG) funding. This funding shall be used to prevent, prepare for, and respond to coronavirus. The City of Baytown (the "City") is allotted $401,242 of  CDBG-CV grant fund. Additionally, the CARES Act provides CDBG grantees with flexibilities that make it easier to use CDBG-CV grants for fiscal years 2019 and 2020. HUD has advised grantees to amend all plans under these new provisions by adding the CDBG-CV allocation in their plans as an available resource for the year.  As we prepare to amend these plans, staff is simultaneously charged with prioritizing the spending for the CDBG-CV funds, which effectively changes the budget for Fiscal Year 2019. After discussions with several community service providers, rental/mortgage assistance, utility payment assistance, and food accessibility are the top needs in Baytown, as they relate to the Coronavirus response.

Summary of Proposed Amendments to the Citizen Participation Plan includes:
  • Virtual hearings as an allowed method for citizen participation;
  • Updates the types of declared disasters or state of emergency events such as the recent coronavirus 19 (COVID-19) pandemic, that may necessitate expedited substantial amendments;
  • Amendments to Chapter VI – Amendments and/or Re-allocation of Funds; and
  • Amendments to Chapter IX – Public Hearings.
Summary of Proposed Amendments to the Consolidated Plan includes:

The Consolidated Plan identifies Baytown's housing and community development needs, sets priorities, and describes how HUD resources will be used for activities designed to meet the stated needs. This amendment will add Priority Needs such as childcare services and food banks - categories that will allow a desired response to the needs in the City of Baytown during this public health crisis.

Summary of Proposed Annual Action Plan includes:

The 2019-2020 Annual Action Plan (AP) sets forth specific activities and expenditures using funds received through CDBG. The Annual Action Plan is being amended to reflect the emergency allocation of funds received through the CARES Act stimulus funding (CDBG-CV) to address coronavirus relief needs. The City is proposing to program funds under the CDBG-CV program.
