Consider an ordinance authorizing Change Order Nos. 2 and 3 to the I-10 Ramp Reversal Project with Texas Department of Transportation.
PREFACE
This proposed ordinance authorizes Change Order Nos. 2 and 3 to the I-10 Ramp Reversal Project (the "Project") with Texas Department of Transportation ("TxDOT").  On December 14, 2017, the City Council approved an Advance Funding Agreement with TxDOT for the Project and authorized funding in an amount not to exceed $4,647,000.  TxDOT desires the City to acknowledge the following change orders for quantity and price adjustments, the cost of which the City will be obligated to pay at the completion of the Project:

Change Order No. 1 was canceled due to an error in the software.  Therefore, Change Order Nos. 2 and 3 are the first change orders for this Project.

The documents used to bid this project contained several design and quantity errors that resulted in bid errors. The City and TxDOT determined that it would be more beneficial to award the contract and adjust the quantities via change order than re-bid the contract. TxDOT is the lead agency on this project, so they negotiated with the contractor on the bid item errors, which resulted in these two change orders. 

Change Order No. 2 adds new items and adjusts the quantities of other items. Change Order 2 introduces certain new construction items and corrects the quantity on others. The modified items are: asphalt pavement demolition for two thicknesses, embankment, lime material, cement treatment, asphalt treatment, asphalt base, structural excavation and backfill, trench excavation safety, removal of structures, traffic control, surface preparation for striping, pavement markings, and saw-cutting.

Change Order No. 3 reduces the quantities on four items and removes seven others. The modified items are: asphalt pavement demolition, roadway excavation, embankment, flexible base, lime treatment and material, cement treatment, asphalt treatment, asphalt base, pavement texturing, and concrete pavement.
RECOMMENDATION
Staff recommends approval.
